According to Article 30 (1) of the Indian Constitution, all linguistic and religious minorities have the fundamental right to establish and administer their own educational institutions. This right includes the autonomy to manage their institutions according to their own cultural and educational values.

They also have the right to manage these institutions, which includes framing the curriculum, determining admission criteria, and conducting examinations.

The Minority Open Education & Technical Board, Deulghat, Taluka & District Buldhana, State Maharashtra, a registered board, has received an official certificate from the Minority Department of the Government of Maharashtra, confirming its status as a minority board and its right to be run by a religious/linguistic minority group, based on the fundamental rights granted under Article 30 (1) of the Indian Constitution and Section 2(g) of the National Commission for Minority Educational Institutions Act, 2004. The Executive Board has decided to make alternative arrangements and protect the interests of young men and women from Muslim, Buddhist, Sikh, Jain, Christian, Parsi, and other minority communities declared by the Central Government, as well as other communities, for their further education and training.
With the aim of enabling self-employment and self-reliance for young men and women from minority communities as well as the rest of society, this board will prepare and conduct examinations for certificate, diploma, and courses equivalent to classes 10 and 12, and award the respective certificates.
In line with the establishment and objectives of the Minority Open Education and Technical Board, training will be provided in Air Conditioning and Refrigeration, Turner, Tailoring and Embroidery, Arts and Crafts, Building and Construction, Hotel Management and Catering Technology, Computer Applications, Fashion Designing, Yoga and Naturopathy, Agricultural Technology, Fire Safety, Diesel Mechanic, Fitter, Welder, Plumber, Motor Mechanic, Carpentry, Lineman, Electrician, Mobile Repair, Office Management, Data Entry Operator, Domestic Workers, Journalism, Printing, Physical Education, Water Management, Tourism and other fields. Arrangements will also be made for the promotion of the Marathi language and special training for persons with disabilities.

The board has been registered on the Udyog Aadhaar Memorandum portal of the Ministry of Micro, Small and Medium Enterprises, Government of India, with UAM/No-MH07D00/0822/ dated 05/05/2019. It will provide employment-oriented training to unemployed youth and women to enable them to start micro, small and medium enterprises.

The registered institution (Board) has received the minutes (Minute) No. EEM No. 1/2010/Pt.I-VII/7.9 passed by the Directorate General of Employment and Training, Ministry of Labour and Employment, Government of India, 3/10 Jamnagar House, New Delhi 110001.
There are clear instructions that students who have been awarded a diploma or certificate should not be deprived of registration. The Minority Open Education and Technical Board is a registered board and has been declared a linguistic and religious minority institution by the Minority Development Department, Government of Maharashtra, Mumbai 32, through an authorized certificate, in accordance with Article 30(1) of the Indian Constitution.

The Minority Open Education and Technical Board is registered with the Public Trust Registration Office and has received a registration certificate and registration number from the government. A certified copy of the constitution and rules is also available with the board. The constitution and rules of this registered board, which has also received minority status certification, clearly state in Objective No. 18 the operation of technical and vocational courses, and the constitution and rules have been approved by the Hon'ble Assistant Charity Commissioner, Buldana. Objective No. 19 mentions the establishment of a Vocational Training Center and research center. Objective No. 20 mentions providing education to underprivileged minority and other boys and girls through distance education.
According to the board's constitution and rules, its area of operation is the whole of India. The original objective of establishing the education board is to provide quality education to minority and other communities by utilizing the fundamental rights granted by the Indian Constitution.
To provide training. The board has also passed a resolution to conduct examinations for trainees who complete the training through modules or alternative courses, and to award certificates/diplomas through the board. The board will strive to provide 6-month, 1-year, and 2-year education and training to unemployed youth and young women from Muslim, Buddhist, Christian, Jain, Sikh, Parsi, and other communities, so that they can get opportunities for employment/service in private, government, and semi-government offices/companies.
